Kenya: AUC/CDP/IC/18-2015 - Consultancy Service to Review The African Court Strategic Plan

The African Union Commission has received financing from the World Bank toward the cost of the "Support for Capacity Development of the African Union Commission and Other African Union Organs Project (P126848)", and intends to apply part of the proceeds for consulting services.

Development Objective of the Project (P126848)

Strengthen African Union Commission’s capacity to facilitate economic development results and transformation through enhanced institutional efficiency. This will be achieved by enhancing the AUC's internal human resources and management systems, and supporting result-oriented external partnerships and collective actions designed to enhance the implementation of regional economic development initiatives in priority areas (e.g. regional trade, energy, infrastructure, governance, natural resource management) for the benefit of African Union member states, the Regional Economic Communities and African citizens.

Objective of the Assignment

The main objective of the service is to review the draft 2016 - 2020 Strategic Plan of the African Court, prepared by the Registry of the Court, and to align it to international best practices and standards. Other specific objectives include;

  1. To develop and refine recommendations on priorities, focus areas and strategies that shall form the basis of the 2016 – 2020 Strategic Plan to be considered by the Court;
  2. To support the Court’s Strategic Plan Committee in refining and finalizing the 2016 – 2020 Strategic Plan;
  3. To work with the Court’s Strategic Plan Committee to present the draft to a Validation Workshop of Stakeholders; and
  4. To incorporate comments from the validation workshop and finalize the Plan.

Scope of the Assignment

The scope of the consultancy will cover both a desktop review of the draft strategic plan, incorporation of comments and recommendations as well as validation of the recommendations at a validation workshop to be organized by the Court to ensure that the African Court’s Strategic Plan is consistent with the AU Vision and Mission and in line with the Agenda 2063 requirements and AUC Strategic Plan 2014-17 among other requirements such as the Agenda 2063’s 10 Year Plan of Implementation.

The Consultant would be selected based on the following minimum educational and experience criteria:

  1. A Master’s Degree in a relevant discipline (e.g Social Science, Law, Politics, Economics and Human Rights);
  2. At least 7 years relevant experience in strategic planning and development;
  3. Demonstrable experience in developing strategic plans, evaluating programs and projects especially those of a regional nature;
  4. Knowledge of the socio-economic and political dynamics as well as the social justice issues in Africa;
  5. Demonstrable knowledge and understanding of the architecture of human rights in Africa;
  6. Specialization and additional training in human rights;
  7. Strong Competence in Organizational Development;
  8. Ability to engage in two working languages of the African Union is preferred

The African Union Commission now invites eligible Individual Consultants to indicate their interest in providing the Services. Interested Individual Consultants must provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. (Copy of the diploma, description of similar assignments, copy of the certificate(s) confirming attending of the trainings, CV, etc.). If firms wish to apply for the assignment, they shall propose individual consultants, and only the experience and qualifications of the individual shall be used in the selection process, and his/her corporate experience shall not be taken into account, and the contract will be signed with the proposed individual.

This Call for Expression of Interest will lead to the preparation of a Short List of consultants. For evaluation of the expressions of interest the following points will be applied:

  1. General Education Qualification and Relevant Training (25 points);
  2. Experience Related to the Assignment (65 points);
  3. Relevant experience working in the region, and AUC working Language (10 points)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011. “Consultant Guidelines”, setting forth the World Bank’s policy on conflict of interest.

An Individual Consultant will be selected in accordance with the procedures set out in the Consultants.
