Support SYSTRAN Customisation to Enhance ARIS3 Multilingual Capability

Introduction/ Background

The African Union Interafrican Bureau for Animal Resources (AU-IBAR) is a specialized technical Office of the Department of Rural Economy and Agriculture (DREA) of the African Union Commission (AUC). AU-IBAR's mandate is to support and coordinate the utilization of livestock, fisheries and wildlife as a resource for both human wellbeing and economic development in the Member States of the African Union (AU). The mission of AU-IBAR is to provide leadership in the development of animal resources in Africa through supporting and empowering AU Member States and Regional Economic Communities (RECs).


Overall Objective

The overall objective of the consultancy is to support SYSTRAN Customisation to enhance ARIS3 Multilingual Capability. ARIS3 is a multilingual Data Collection Tool including a Knowledge Management Portal on Animal Health, Animal Production, Fisheries and Aquaculture, Trade and Marketing. Its multilingual capability is improved with the integration of SYSTRAN.

But to reach the full capacity of SYSTRAN, there is a need to provide to the software Editor a set of 75,000 sentences translated (English-French) to develop a specialised translation engine instead of the current generic engine we are using. Those 75,000 sentences have to be provided using the Translation Memory Format. The sources of the 75,000 sentences will come from the main Publications released by AU-IBAR.

This will improve the quality of our material for ARIS3 including training materials and de facto the operationalisation of ARIS3.

As real add value, the National Animal Resources Data Management Platforms will be able to share Information, Knowledge, Experience, Documents without barrier languages.

The current consultancy is organised in three dependant sections as followed:

Section 1: Creation of Specialised Dictionaries in Systran

Major Duties and Responsibilities

  • Identify and create of the dictionaries based on Animal Health, Animal Production, Fisheries and Aquaculture, Trade and Marketing Sectors
  • Build the content of the identified dictionaries
  • Ensure the highest standard of accuracy and maintain the spirit, context, quality, technical language and nuances of the original version, using precise, clear and proper terminology
  • Compile English/French terminology for AU-IBAR Reference Material

Expected Outputs

  • Creation of the dictionaries based on Animal Health, Animal Production, Fisheries and Aquaculture, Trade and Marketing Sectors
  • Build the content of the identified dictionaries
  • Compilation of English/French terminology for AU-IBAR Reference Material

Section 2: Creation of the Normalisation in Systran

Major Duties and Responsibilities

  • Identify all needed types of the normalisation based on the publications released by AU-IBAR
  • Build the normalisation content
  • Ensure the highest standard of accuracy and maintain the spirit, context, quality, technical language and nuances of the original version, using precise, clear and proper terminology
  • Compile English/French terminology for the normalisation

Expected Outputs

  • Creation of all different types of normalisation
  • Build the normalisation content

Section 3: Creation of Specialised Translation Memories in Systran

Major Duties and Responsibilities

  • Create of the translation profiles
  • Identify the necessary content based on the available publications and document templates released by AU-IBAR
  • Review the quality of the identified publications
  • Create all the identified translation memories
  • Ensure the highest standard of accuracy and maintain the spirit, context, quality, technical language and nuances of the original version, using precise, clear and proper terminology
  • Compile a set of 75,000 sentences on Animal Health, Animal Production, Fisheries and Aquaculture, Trade and Marketing in Translation Memory Format for the design of a specialised translation engine

Expected Outputs

  • Creation of the translation profiles
  • Creation of the translation memories
  • Compilation of a set of 75,000 sentences on Animal Health, Animal Production, Fisheries and Aquaculture, Trade and Marketing in Translation Memory Format

Duration

The total duration for the assignments will be undertaken in a total period of 07 months with the following breakdown

  • Section 1: Creation of Specialised Dictionaries in Systran (From 1st May to 30th June 2021)
  • Section 2: Creation of the Normalisation in Systran (From 1st July to 31st July 2021)
  • Section 3: Creation of Specialised Translation Memories in Systran (From 1st August to 30th November 2021)


Budget

The maximum budget for this consultancy is USD 49,500 all inclusive (consultancy fees, incidental expenses).
Payment Schedule

  1. 30% upon completion of Section 1 and Submission of approved report
  2. 15% Upon of Completion of Section 2 and Submission of approved report
  3. 55% Upon completion of Section 3 and Submission of Approved report


Educational Qualifications

Candidates must have a Master Degree in Languages and a professional qualification from a recognized school of Translation.


Work Experience

Candidates must have at least 10 years of relevant working experience in Translation. Experience in an international work environment is desirable.
Experience on using Systran or any other translation software will be an advantage.

Other Relevant Skills

  • Professionalism - Proven expertise in animal production science, policy formulation and advocacy related to animal production and sustainable development; demonstrated in-depth technical knowledge and proven analytical skills on issues related to animal production and sustainable development;
  • Planning and organizing - Proven ability to plan and organize work within a project; ability to make timely decisions;
  • Communication - Effective written, oral and presentation skills, particularly ability to present information in a concise and accurate manner; ability to develop consensus among people with varying points of view.
  • Teamwork: Excellent interpersonal skills and ability to operate effectively across organizational boundaries; ability to establish and maintain effective working relations with people of different national and cultural backgrounds with respect for diversity.
  • Judgement/Decision-making - Good judgement and initiative, imagination and resourcefulness, energy and tact, ability to ensure an effective work structure to maximize productivity and achieve Unit’s goals.
  • Well-developed computer skills including word processing, spreadsheet applications and use of the Internet are required.

Language Requirement

Proficiency in English and French required. Proficiency in a third or more African Union working languages would be an added advantage.

Reports

The Consultant is required to prepare the following technical reports in English/French:
Inception Report (IcTR)
An Inception Report (IcTR) within 5 days of commencing duty. The IcTR is not more than 10 pages and should include the proposed methodology, the timeline/calendar and programme of activities.
Interim Technical Report (InTR)
The interim Technical Report is perceived to be the First Draft of the Final Technical Report (FTR), before a final clean copy of the FTR is formally and officially submitted to and for acceptance by AU-IBAR.
Final Technical Report (FTR)
The Final Technical Report (FTR) must be submitted at the end of the period of implementation.
Submission & Approval of Progress Reports
Three copies of the progress reports referred to above must be submitted to AU-IBAR. AU-IBAR is responsible for approving the progress reports.

Schedule

The execution of the entire work will be consecutive in the following order:

  • Section 1: Creation of Specialised Dictionaries in Systran (From 1st February to 31st March 2020)
  • Section 2: Creation of the Normalisation in Systran (From 1st April to 31st May 2020)
  • Section 3: Creation of Specialised Translation Memories in Systran (From 1st June to 30th September 2020)

Supervision

The consultant(s) will work under the overall guidance and the supervision of the Webmaster with the support of the Senior Knowledge Management Officer.
